Brian Magden,
Regional Energy Coordinator, Energy Procurement. Over twenty years of Federal energy and property management experience. In-depth knowledge of utility services acquisition and management. Brian plays a key role in buying natural gas and “green energy” for Federal buildings, the United Nations and the American Red Cross. Brian holds a BA from Kent State University, has been invited to speak at the National Press Club, has served in the US Air Force from 1978 to 1982, and presently serves as a board member on New York State’s BOMA Energy Committee.
Thomas W. Burke,
PE, LEED AP, Build Green Coordinator- Mr. Burke has a B.S. in Chemistry and a M.S. in Environmental Engineering and has his New York State PE license Mr. Burke has over 25 years of experience in the environmental field and has been involved in environmental enforcement and was formerly a Superfund Project Manager with the Department of Energy.
Frederick Olving,
PE NJ, PA NY and NCEES. An Energy Conservation Engineer with thirteen years mechanical design engineering experience testing turbine engines. Many notable awards and distinctions including recognized as one of only 20 Federal engineers in 2006 with specialized pipe replacement training.
Leon Suty,
GSA Engineering Supervisor, responsible for executing infrastructure and renovation construction projects in nine federal office buildings and courthouses throughout Manhattan.
Andy Ramjattan,
Senior Property Manager with the GSA since 2008. Andy served in the U.S. Air Force as a civil engineer from 1987 to 2007. Andy has extensive knowledge in property management, project management and risk management.
Jessica Karat,
Building Manager Specialist. Jessica joined the GSA as an intern in 2003 and earned a B.A. degree in the arts from Fordham University in 2007.
Ottavio Lazzarato,
Senior Property Manager. Otto Lazzarato is a seasoned real estate professional with nearly 40 years of experience in the operation, maintenance and repair of commercial office buildings. He has worked in both the private and public sectors and been responsible for the maintenance and repair of myriad properties scattered across the United States. He presently manages our 26 Federal Plaza Building.
Thomas King,
Project Manager for the GSA, Region 2, Northeast and Caribbean. He has managed large Land Port of Entry projects in various phases of design and construction in Champlain, Massena and Alexandria Bay, NY. Prior to coming to the GSA, Mr. King worked in the private sector as a structural engineer with Thornton Tomasetti. Mr. King holds a professional engineering license from the State of New Jersey, a Masters of Civil Engineering from the Steven’s Institute of Technology and a Bachelors of Civil Engineering from Villanova University.
Kuo M. Tsu,
RA, PMP, CCM, Project Manager, Project Management Division-Mr. Tsu is a registered Architect with over thirty years of New York City and Federal Government design and construction related experience. Mr. Tsu worked closely with New York City’s Minority/Women Owned Business requirements.
Dana Fairley,
Business Development Specialist- Dana joined the General Services Administration, (GSA) in January 2002 under the Outstanding Scholar Program. Currently, she is a Business Development Specialist for the Center for Facilities Maintenance and Hardware within the Federal Acquisition Service of the GSA. Prior to joining the GSA, she was employed at Citibank as a Trainer for an outbound call center. Dana is currently a member of the International Facility Management Association (IFMA) and the Building Owners and Managers Association, (BOMA). Dana graduated with honors from Park University, Parkville, MO and holds a Bachelors of Arts degree in Business Administration with an emphasis in Human Resources. She also holds a Masters Degree in Management from Webster University, Kansas City, MO.
Ted Mahoney,
Ted has over 33 years of acquisition experience in both Federal Government and in the private sector. Ted holds an Unlimited Contracting Officer Warrant with senior certification in Contracting and Contract Administration. Ted also holds master certificates with the Air Force Institute of Technology, US Army Logistics Management College, Federal Acquisition Institute and a Bachelors Degree from Eastern Oregon University in La Grande, Oregon.
Debra B. Libow,
Procurement Center is the Representative and Procurement Analyst for the U.S. Small Business Administration. Debra joined the SBA in 1979 and was appointed to her current position as Procurement Center Representative in 1991.
Shari Gouveia,
Contracting Officer- Shari began working with the Federal Government in 1987 as a GS4 Typist with the Department of Defense. Due to a re-organization, she transferred into a Contract Administrator's position. She was assigned to the Veteran’s Administration until she joined the General Services Administration as a Contracting Officer where she has been for the past nine years. Shari’s wealth of experience and in-depth knowledge in contracting policy and process has earned her a well deserved reputation as a “go to person” for her peers, as well as contractors seeking guidance and solutions to complex contracting problems.

Contracting Officer and Project Manager. Jo Ann has been a contracting officer with the U.S. Coast Guard, the Veteran’s Administration and the General Services Administration. She has worked with most types of contracts including services and supplies. She also has considerable expertise’ in construction, architectural, and engineering contracting.

Nancy Aber Goshow,
AIA, Founding Partner, Goshow Architects. Ms. Goshow earned a Masters degree in Interior Architecture from the Pratt Institute and a Bachelors degree in Design from Pennsylvania State University. Ms. Goshow’s work has been featured in the media including PBS’s “New American Hero” which profiled Goshow Architects following Ms. Goshow’s receipt of the National Association of Women in Construction’s “Women of the Year Award.” Ms. Goshow is also a strong advocate of educating and mentoring up-and-coming architects and women engineers. For her work within the public policy sector, Ms. Goshow was awarded the 2008 WIPP President’s Award for Advocacy. Her appointment to the US Department of Overseas building Operations Industry Advisory Panel gave her an opportunity to spread transformational eco-diplomacy initiatives worldwide.

Executive Vice President and a principal of Volmar Construction, Inc. Mr. Volandes has been active at the firm since 1994. Prior to his current position with the firm, he held the title of JOC Program Manager and was responsible for the management of all of the firm's JOC and IDIQ contracts. Mr. Volandes is a graduate of the University of Pennsylvania and Harvard Business School.
Lenore Janis,
President Professional Women in Construction PWC National. Among the original founders of Professional Women in Construction (PWC) National in 1980, Lenore Janis, president, heads the rapidly expanding nonprofit organization that has given rise to six chapters and over a thousand members nationwide. It draws many giant private companies as well as small and women & minority owned firms and public agencies to its monthly events. The former owner of the first WBE steel erection firm in the region and the first woman appointed director of the Bureau of Building Management of the NYC Department of Sanitation, she has devoted herself full-time to the growth and development of PWC National since 1995. Awards include: American ORT Service Award; NOW's Susan B. Anthony Award; Sokol Media's Top 20 Women in Real Estate. Janis wrote on “Women in Construction” for Construction in Cities, CRC Press, 2000. An alumna of Bennington College, she received her bachelor’s degree from the University of Connecticut at Storrs.
Michael Amante,
World-renowned recording artist has performed to sold out audiences across the country. He has also given performances to countless dignitaries including former US Presidents Gerald Ford, George H.W. Bush, and Bill Clinton, UN Secretary General Kofi Annan, Pope John Paul II, Luciano Pavarotti, to name a few. He performs to sold-out audiences across the country including New York’s Lincoln Center. He has performed for a myriad of nationally televised events and at well known arenas including Camden Yards, Shea Stadium, Madison Square Garden, Fox borough Field, The US Open, The Belmont Park Raceway, and Giants Stadium. Michael’s latest project is focused on the production of a patriotic album, providing financial support to organizations benefiting United States Disabled Veterans.
Xavier High School Army Junior Reserve Officer Training Corps JROTC,
The unit revalidated its designation as an "Honor Unit with Distinction." Colonel Anderson of the Eastern Region Command called the Xavier Regiment one of "the top five in the Northeast." The Regiment marches annually in the St. Patrick's and Columbus Day parades. Founded in 1937, Xavier's armed drill team, the X-Squad, is known for its performance in exhibition drill, continuing to display its excellence in a recent first place finish in the Eastern Regionals. It competes in the U.S Army National Championship and the National High School Drill Team Championship. As a unit, it has twice has been named best high school marching band in the St. Patrick's Day Parade.
Alan J. Gerson
District 1 Council Member
Alan Jay Gerson is a lifelong New York City resident. He graduated Phi Beta Kappa and magna cum laude from Columbia College, and was a Harlan Fiske Stone Scholar from Columbia Law. Gerson began his civic activism as an aide to Assembly Member William Passannante. He practiced law with Kelley Drye & Warren for 18 years, during which he devoted countless pro bono hours to indigent individuals and not-for-profit organizations.
As Chair of Community Board 2, Gerson launched an unprecedented number of initiatives including: a new youth swim team, an evening teenage center, a free community mediation facility, a heart defibrillator pilot program, new emergency shelters for homeless (runaway) teenagers, starting work on the Hudson River Waterfront Park, the first Arts Committee and Calendar, a new Public Safety Committee and a Community Court Proposal.
William A. Fife P.E.
Bill Fife, is an aviation consultant and retired Corporate Vice President for DMJM Harris AECOM where he was responsible for the firm’s aviation business line, including airport security. Formerly he was the General Manager of Aviation Planning and Technical Services for The Port Authority of New York & New Jersey. Prior to that assignment, he was the Deputy General Manager of John F. Kennedy International Airport and Chief Planner for the Port Authority. For the past 20 years, Mr. Fife has co-chaired a Peer Review Group of airports worldwide. He was awarded Certificate of Appreciation from the US DOT Federal Aviation Administration (FAA). He is also a recipient of the Kavanaugh Community Service Award given by the ASCE, as well as several community service awards.
Mr. Andy Frankl
The Founder, President and CEO of IBEX. He is well respected as an innovator and leader by both clients and peers in the industry. Mr. Frankl is the driving force of IBEX which has offices in New York City, Washington D.C., Boston and Ft. Lauderdale.
Under Mr. Frankl’s direction, IBEX has completed many well-known projects in the Corporate, Retail, Residential and Institutional markets including: Nordstrom, Cartier, Chanel, the United Nations, Columbia University Business School, Mt. Sinai School of Medicine, AIA Center for Architecture, The Plaza Hotel, The New York Public Library, Home Depot and The Shops at Columbus Circle, to name a few.
Mr. Frankl’s personal involvement on IBEX projects ensures a thorough execution of all project phases and instills in his staff the practice of always meeting the client's objectives. He is a Trustee of Professional Women in Construction and is an associate member of the AIA, REBNY & CORENET.
